2.3 All learners make progress against National Standards and related educational benchmarks of achievement.

By the End of 2016: 90% of Year 2-6 students will be achieving ‘at’ or ‘above’ National Standard in Writing. All students who are judged as being below standard will have been identified and an appropriate targeted intervention in place.
